does it have a push bar for parents?

no push bar. But the inflated tires and adjustable seat make it a bit easier for the child to learn to pedal for him(her)self. My two year old grandson loved his and was able to pedal by himself fairly quickly.

It's made in China or USA?

I would say not all stuffs made in China are cheap ,it's all about money ,China can make good quality stuff ,but might be pricer ,but still cheaper than US.

My granddaughter is 3-1/2 years old but she's a tall girl for her age. What is a max age for this? It seems small in pics. :(

The roadster is not small, and you can ajust the seat to be all the way up front or all the way back. My daughter is 4 and tall as week and we had to put the seat all the way to the first position.
