will the 115-dc820b work with the 18v li-on packs for my dewalt 1/2 drill

The 18v Dewalt Lithium Ion battery will work with the dc82ob. My dc82ob came with the 18v Lithium Ion battery! In fact my 1/2" drill was part of the package.

How many foot pounds doe this deliver?

(1740 inch pound) / 12 = 145 ft/lbs. As an avid DIY, I have no problem removing wheel lug nuts as most cars are 85 to 100 ft/lbs. If lugs are tighten by most shops by their air impact wrench, then need to take out my breaker bar.

will it take a 9099battery

All of the 18 volt Dewalt batteries are interchangeable. We have changed over to the 9181 (lithium ion) and you have to use the new charger. We still charge the old batteries (9098 and 9099) in the new charger. The money is in the batteries so we have retained the Dewalt line for work. The tool is very handy for anything less than an inch socket. Be careful using it on the smaller bolts since it can strip out the threads.
