can you put a lock on this?

Yes I have a lock on mine. Using it for a wifi controlled outlet for the tv to keep kids from getting up in the middle of the night.

What are the internal dimensions?

The cover will easily fit over larger dc adapter plugs if this is what you are looking to cover with it. Not sure a timer plug would fit though. If you want to do a timer I would suggest changing to a wifi controlled outlet and set up a timing function.

Is the box included as advertised or not????

What I received was just the weather resistant cover - no electrical box, no receptacle. If you look at the 2nd image - that is what I received (along with the gasket). If you read the description "About this Item" there is no mention of the electrical box.

Can you purchase replacement seals?

I believe I have seen seals at the box stores. I haven't needed to purchase one myself so I do not have first hand knowledge here.
