Is this long enough to be a can for someone 5ft 4in or a walking stick (just length perspective to a cane)?

I am 5’5” and I have to hunch over to use it as such. So it would not be that comfortable. But also to take in mind that this is a trainer, so there is a lot of flex in it so not that much pressure can be put on it.

Does it come in a set of two?

No it does not. It’s also the training version, not the full polypropylene version.

Is this a real Baluchi stick

No, this is an escrima stick, made with PVC, rubber, etc. But really good for starting escrima work nonetheless.

What is Balicki Escrima, is it a cane that can be more?

This is not an actual escrima. Escrima is a stick/weapon that comes from the Filipino martial arts. This is a composite rubber training stick. So yes it is deceiving
