Sounds like a dumb idea, until it isn't!
Obligatory "I never write reviews, but". I have bad heat intolerance, to the point that if it gets above 75 degrees I can last outside for maybe an hour before nearly passing out. I live in the midwest and it gets HOT here. I also am going through menopause and have hot flashes. This week I sat at my desk and wore it. This does have 3 different speeds which I didn't realize when I bought it. The fan is surprisingly quiet for what it does on all 3 speeds. Today I was able to last outside for almost 3 hours with this on the lowest setting over my wet gaiter. Highly recommend this!

Helps me from getting overheated
As one who doesn't like the heat and humidity, this cooling fan does the trick for me. I can get somewhat overheated if I'm not careful. This fan helps me keep going as I do yard work or such. It's very lightweight on my neck so that it's comfortable. It appears to be very well made and very easy to use. I of course use the highest fan setting out of the three available. It gets a little out, but for me, it's a small price to pay and after a little bit, I don't notice the noise. It seems to charge by USB very quickly and has 4 small lights indicating the battery and charge level.. I love the adjustable arms so that I can adjust the fan to blow on my face. I love mine.

Get You One ASAP!
This fan is a lifesaver. I have so many different fans, but this one is the best. This fan has the coolest air hitting my face. I am currently going through perimenopause so I have fans all over the house, on my work desk, in my purse, you name it. I haven't used any of my other handheld fans since I purchased this one.

Goofy, but Great!
This looks goofy, but it works so well! I wear it in the kitchen when the window unit just can't quite keep up with the cooking. It's the best neck fan I've ever had. I love that it's adjustable and has three speeds. I also gave one to my aunt who suffers in the heat.

Lower speed than and quieter than the competition
I'm reviewing the item we'are all commenting on, let's call that '6-speed fan", as well as one the next best selling one, https://www.amazon.com/gp/product/B07T2PL73G/ref=ppx_yo_dt_b_asin_title_o02_s00?ie=UTF8&th=1 let's call that '3-speed fan'.6 speed fan pros:- Lowest speed is gentler and quieter than 3-speed fan.- 6-speed fan is quiet, a more unobtrusive sound with no particular pitch (that's good). Just a low shhshshshs.- Battery is slightly bigger than 6-speed.- Has led lights so you know how fully charged it is when plugged in, as well as can tell when it's fully charged.- All black design is more subtle- fan diameter is like 2", but blades are larger than 3-speed fan.Things that look like problems, but they're not:- 6-speed is slightly thinner, but does not feel any more comfortable -- both feel comfortable, and equally so.3-speed fan minor pros:- full face coverage is welcome, but both feel great and seem to cool equallyi.e. A minor advantage: The 3-speed fan, with it's wider diameter blade housing (more, but smaller blades in a larger housing) hits ENTIRE face, whereas the 6-speed fan, with it's larger blades (but smaller overall diameter) hits like 85% of face.- HOWEVER, both truly seem to cool equally on high during a short test (perhaps 6-speed fan is slightly faster?, though speeds on high felt the same to me..whatever the reason, they both seemed to cool equally)- With the caveat that: 3-speed high speed is not as usable (see noise issue below)- Cools very well (as does the other)- The colored lights are fun. On paper they seem like a gimmick, but it's not. the lights are beautiful, and look great. Plus they can be turned off - completely optional. (lights have own dedicated on off switch).Can absolutely imagine using the lights at a party or outdoor event.They should be led's and probably don't affect battery life much at all.Things that look like problems, but they're not:- 3-speed's larger fan diameter looks larger/bulkier in the pictures, but in real life both look fine and larger one does not seem obtrusive.Minor issues:- Colored strip of red rubber looks good, but I prefer all black for guaranteed subtletyA neg / deciding factor for me:- 3-speed has higher pitch (6-speed has not discernable pitch).like whzzzzz (to exagerate a bit).This is typical of fans with smaller blade size (even vornado smaller blade fans are more noticeable and a bit irritatingly so than their largest-bladed fans).The 3-speed has smaller blades (tho more of them, and spread out more for an overall larger diameter..)This was fine for a short test, but should be irritating for extended use and I'd imagine could cause minor hearing damage with very high hour useFor regular or extended use (more than a few minutes), the 6 level fan is the winner.For short term or party use, (or occasional use), the colored light 3-speed one is fun.Before things get to sterile...Let me wrap it up by saying -- I loved them both!There's nothing like a nice breeze on the face.The 'full face breeze' aspect of the 3-speed was nice, but the high wzz pitch would definitely become a poor choice in the long run for regular use -- I guess that became the deal killer for me!As I said above...the 3-speed does how a great use case - party use.

Not the greatest
Very hard to find on/off button asis same color as fan. Would like lower setting as when you put it around your neck it really is windy !!
