Not as shown in the picture, the ones received look to be of lower grade however does the job so no dramas. At least I hope so in the long run.

My joists only take a light load but these would have been fine for heavier traffic. Fitted the 2"x3" (43mm) joists with a bit of slack. Holes are large enough for decking screws. Galvanised, came fast. A lot cheaper than anywhere around me. I'd get them again.
