Can i replace my thermostat on my central a/c with this to dehumidify my house in south fl? i've read conflicting opinions.

Sorry but no. Wish it was that easy. This controller works with a dehumidifier unit like the Honeywell DR120. The system works but it is a 2k to 3k investment to have it professionally installed.

Is the outdoor sensor wireless?

The sensor is wired, you will need to run them through an exterior wall. Easy to do if your basement isn't finished, took me about 15 minutes

Will this operate a simple exhaust fan that turns on if the humidity gets too high?

I don't think this can do that. It has an outdoor probe and the other sensor is on the back of the unit because it's designed to be installed over a hole on your furnace air intake duct.
