Q: Does this unit measure the coolant PH level of a vehicle?

No. A refractometer only measures the concentration of anti-freeze in a coolant solution. To measure pH I recommend coolant test strips (visit www.cooltrak.com). Another way to test for coolant acidity is with a digital voltmeter. Set to 2 volt dc scale, black lead to battery negative terminal, red lead touching only liquid coolant, preferably in the radiator. If the radiator does not have a cap on it, measure in the de-gas bottle (overflow or recovery tank). Anything higher than 0.3 volts dc indicates acidic coolant and time for a flush and fill. Q: Just to clarify ,HOAT,OAT and G-05 are also able to be tested ?

Yes. It is the concentration of ethylene (or propylene) glycol in water, not the concentration of chemical additives, that determines the freeze point of an antifreeze mixture. HOAT, OAT and other modern automotive coolants are still primarily ethylene glycol blends regardless of their additive packages. Hope this helps.

Q: If I use this, should I ignore manufacturer's mileage-based coolant recommendations? Is there any other test that should be performed?

That is a big question and I'd say that if you are replacing the coolant sooner than the manufacturer recommends then there's obviously no problem. The percentage of ethylene glycol in the mix is important but you also have many inhibitors and lubricants that also should be there...and that deteriorate and leave the mix over time. I know of no other common tests other than a test for exhaust residue in the coolant to check for a leaking head gasket.

Q: does this come with a hard case?

Define "hard"! Yes, it comes with the plastic case shown in the product photo. It's durable enough to withstand life in a toolbox, but not enough to run over with your truck!
