The pouch consists of two textile materials; the outside solid, I would say a "military" durable canvas, reinforced with extra stripe securing the "hook", whereas the inside is a layer of nylon, softer kind of material. Overall, seems like a dependable piece of marching(jugging) equipment.

does this keep drinks hot or cold?

It is made for cold beverages. I've never tried it with a hot beverage. It will keep a beverage cooler than it would be without the sleeve but it will not maintain it at the same temperature.
