can this come with rope cable instead of wire? can you get it in 100'?

I do not know if their is a synthetic rop option. Length of the cable is limited by ots diameter. It fills the spool.

What is technique for winching a vehicle in a straight line if anchor points are offset to both sides, and just one side of vehicl?

I have encountered that and I have a 30k tow strap and a 33k snatch block that I have used for situations like that. Attach the strap to the anchor and run it out where you need to get a straighter line of pull and attach the snatch block at the end and anchor the line at the other offset anchor

Is this too much winch for a Silverado 2500HD?

It is not!! Can't have enough winch power for anything..bigger the winch, less wear and tear on it. I love mine!! Put it on my F350 with camper and cargo trailer, pulls the whole set up with ease. Also have a 40ft 5th wheel, haven't had it into any dry camp areas where I need to winch out.

The 16.5ti comes with 90' of 7/16" (27m, of 11mm) wire rope.
