Q: Would a 32v 10s2p battery (a bunch of 18650) be good for this?

Yeah you’ll definitely just need to run the VESC tool wizards and go through the configuration which will setup the motor parameters and you can customize the battery cut-off voltages to whatever you need them to be. Hard to say what kind of torque/drive power you’d get out of a nominal 32V vs nominal 40V without knowing your motor specs though

Q: will this control a 24v 3000w dc brushless motor?

Only if it says for a BLDC MOTOR
