Are they large enough for toenail clipping?

They are large enough, but over time clipping toenails will make this product not work. I love this product, but I bought it in 2017 and now in 2020 it has stopped working because i used it on toenails. I recommend getting their toenail clipper instead.

Does this have a filer?

No, but you can get a nail file made in the USA at nailfiles.com. The flag of the country of origin is in the thumbnails, and most of them are USA. You have to order in packs of 12, 50, or 100, so just hand out what you don't need to friends and family.

Is there a version of these that exists for toenails?

Will really this prevent toe nails from flying in the air when being cut?

I have the fingernail and toenail clippers. The fingernail clippers catch almost 100% of clipped nails - almost never have loose nail clippings. But the toenail clipper isn't nearly as effective in catching clipped nails. A few of them get caught, but I'd say the pretty large majority still fly out, so I only use the toenail clippers over the toilet or outdoors.
