Can you talk into this radio?

No this unit only broadcasts your GPS position via AIS and DSC frequencies to nearby vessels. It does not support two way communications.

Is it supposed to come with instructions? I just received one and it has nothing at all, not even a single sheet - very unusual for a device like this

I am disappointed that I did not get instructions with mine. I went to the manufacturers website and downloaded the manual PDF. It also instructed me to download an app to program the GPS. The app is not very straight forward but I did manage to program my unit.

I need to know the battery specifications for this device. That information was not included with the device.

Can this be used for land based rescue as well?

It doesn't send a sattelite signal like a a PLB. Would work on inland waterways if the systems it talks to are present. "...distress message will be broadcast to all AIS equipped ships up to 34 miles away as well as a special DSC message to the marine radio on your own vessel."
