Can it project the outside temperature instead of the inside temperature?

It projects both. It alternates between Time/Indoor Temperature and Time/Outdoor Temperature once every few seconds. There are no buttons to push. It does this automatically.

Does the projection light change colors as well?

No. For the projection you can rotate and focus. It stays red. The backlight you can set on manual color or changing with temperature.

Can the backlight be turned off?

Yes. There is a switch on the back. Since it is a reverse backlight, the screen goes completely dark.

Can you turn off the color changing feature?

I didn't know it had a color changing feature. Mine is red all the time
