Hi there! Yes. There are 4 double-sided adhesives included in the packet. You can apply these to the front 4 corners of the sign and then apply the sign to the window. It has a strong stick so it won't fall off.

Can the hours be changed after you have already set them once?

They are stick-on, and there are enough to change the hours. I would just stick the new times over the old.

What are the dimensions of the numbers

The number stickers are 15/16ths wide and 11/16th tall. The numbers themselves are 1/2" tall, and of varying widths.
