Does the sleeves at least cover half of the upper arm? I really don't like showing my arms.

The sleeves only cover the shoulder part of the arm. Just as it's shown in the image.

I am 5'3" and weigh about 150 I'm a little pudgy in the tummy bc of having kids but my chest is small should I size down and wear tummy tuck undies?

I'm built the exact same and went with my normal size and didn't wear any tummy tuck undies. It's your call because you need to feel comfortable. The dress on its own does a good job hiding the tummy.

What sizes are considered as US 12 ?

The US 12 is considered an extra large.
