Does the top adjust to be flat?

It can adjust to being flat, but it does not stay that way if you put any pressure on the tabletop. Like another reviewer said, it does not lock into that position. I have tried putting something between the knob to help it lock in, but it doesnt help.

You can adjust to tilt or to stay flat. The lowest height that it can be adjusted down to is 29" from the floor. This is a very nice stand, highly recommend. We use in physician's office.

What are the dimensions (roughly) of the base of the cart?

I would say it's roughly 20 inches deep by 24 inches wide. It fits nicely in the corner of our office. The rounded design makes it fit more snugly into corner spaces.
