why does this coast $123 more than on the Steam Site?

I originally paid 800 plus on Amazon- realized the same things- so I returned it and ordered from steam because it was 200$ less at steam. It’s an awesome device must have!!!!

Do I need a pc to operate this?

Nope it is a computer it has a built in desktop mode so u can do stuff like watching Netflix or whatever u want
