Will the es 9036 foil & blade replacements fit my arc 5 es lv65-s razoror do i need to get the es 9034p??

All Arc 5 blades are interchangeable regardless of production model

How often do I need to change these out? I am in the Army so i shave everyday.

Difficult to say as it depends on the coarseness of your beard and when your shave is not acceptable. I prefer to change the blades once per year as that works for me.

I own a new es-lv97 shaver. can i just put on this improved outer foil but leave the blades or do i need to replace both?

I'm sure you could try that, but it's not clear you'd see much improvement. The blades really do lose their sharpness after a few months. A dull set of blades plus a new foil might not make much of a difference...

Is this compatible with shaver Eslv9q?

All I can tell you is that I own a Panasonic ES-LV65 and the ES 9036 is compatible with my razor.
