if the beta fish & neons are being housed in prestine, well aerated, planted aquarium then yes. but keep in mind betas do not like good water flow and vampire shrimp require it. so if you give the shrimp plenty of water flow and hiding places it would be possible, but I would not recommend it because the beta would not be happy in fast moving water and viceversa for the shrimp.

Will they eat small snails?

No, vampire shrimp eat micro things like bacteria, floating algae and powdered foods. They may eat newborn snails but will not hunt them so it will not stop the production of snails and adult snails are not threatened at all by vampire shrimp. -Shrimp breeder
