It does not lock in place, however since it is geared internally, it does not necessarily free spin either. You can turn it over given the right amount of torque.

What is the "stall current" in amps for this motor?

I do not know your answer. My motor is used to turn a small drum for the purpose of annealing bottle neck reloading rifle brass. Not needed for rugged or demanding use. I only need to regulate my speed, slow.

How noisy is this when running?

It's not bad, reativitly speaking. As voltage increases (and speed) it gets louder. I would not try to sleep with it running though - sounds like a bunch of tiny gears buzzing along.
