Q: Is this what needs to be replaced if our pro-C controller keeps cycling after zone 4 waters? Sometimes it stops after 1-4 have ran, other times not.

you have to may start times, you only need ONE start time and only Program A

Q: How can you test the main base module to see if it is defective? I have power to it and my control panel is blank.

First, test your front panel by installing a 9V battery in the back If the LCD still doesn't come on then the panel itself is bad, but does not rule out possible issues with other components. If it does come on, and you know you have 24 VAC out of the transformer, it's more likely to be the backplane assembly (the board the modules connects to).

Q: I installed the part. fit perfectly. but station 1 still doesn't turn on but 2 and 3 do turn on. any ideas what else could be wrong? wires look good

See if your wires are connected at the sprinkler valve.
