Can they be loosen to hang in front of the neck?

These are a fixed size, so although one could hang glasses around your neck with them, there's no way to loosen these straps.

Will this product be too tight for a hat size 9 1/4

Probably! I take a 9 1/4 and my bands are real tight. Of course the contour of a head makes a difference.

Do they stretch like a rubber band?

Yes they stretch like a wide rubber band.

Does it pull on your hair when removing?

Yes. If hair is not secured it will pull. Definitely would want to go tight ponytail or head band when using.
