is this the litter box sold as "jumbo" -dimensions- 22 long-19.7 Wide- 18.5 high

The product description says:: "22.4 x 18.3 x 17 Inches (LxHxW)". I found out after delivery that it is ACTUALLY 22 long-19.7 Wide- 18.5 high. I measure over 19 inches at it's widest point. with the lid on. For me this is a problem since I ordered 2 expecting them to properly fit in the allocated space. They don't fit. Be warned, the size is NOT CORRECT.

Can the flap come off? My cats prefer an open door.

Yes, easy to remove clear flap (I did this for my big cats, 18 and 17 pound), and you can either 1) fold back the gray flap--which you will do when you clean, or 2) permanently remove the gray flap w/filter. Your choice,

Yes, the top flap folds up and leaves a large opening for you to get in there and clean. It's the best box we've had. Very sturdy and plenty of room.

Does the top fit IN the bottom or OVER the bottom pan? Ones that fit OVER the bottom pan seem to leak when my lazy girl doesn't squat! thanks.

The top does fit over the bottom pan, but it's quite snug - much better than the store brands. Also, the bottom pan slants upward toward the back, so your lazy girl might still miss the seam if she goes to the rear of the box and turns around before she squirts. (I've had lazy cats in the past, so I know just what you're going through!)
