Would this fit a 4 year old

It would be to big for a 4 year old . I order one for my costume. I'm an adult and fit me fine.

Would this fit an infant?

It fits well on an adult -- so it would be too big for an infant.

What is the material? Is it hard plastic? Or soft fabric?

From what I recall it is soft fabric but stiff enough to keep its shape. Wraps around forehead and tightened using velcro.
