Can I use this on ceramic top stove

Yes, I use both of mine (yes, I have two because I love them) on ceramic top stove without any problems at all.

I have little to no ventilation in my kitchen and hate setting off the smoke detectors. Does this pan smoke a lot like cast iron?

Doesn't smoke unless you have a marinade on the meat that dries up. Smokes a little then, but I find the lid keeps that contained well. Not enough to set off our smoke detector. All pans smoke given the right circumstances!

What is the handle of the lid made of? Is it also oven safe?

Info from the Manufacturer: “Glass Lid to Lock-In Heat - The Whatever Pan is equipped with a glass lid to keep heat locked-in, with an escape valve to let out excess pressure. The lid is suitable for oven use up to 180 C degrees / 350 F.”
