Does this handle work for an outswinging gate with hinges on Left side?

Incorrect. Works for in swinging and out swinging gates. Just reverse the latch.

2 doors on my shed I need just a matching handle without thumb latch do they make this?

I haven't seen that offered anywhere, yet.

This says "Equipped with easily operated locking feature for gates, sheds, and doors" so where do you put a lock?

You have to lock it from the inside. You cut out the square part on latch from the 4x4 and you can push handle inward and slide across. Then lock would be added to the latch.
