No, it is not a liquid, but rather granules. Does a great job.... I have used it for 19 years and have not had an issue with it.

Can this be used in any dishwasher with a softener reservoir?

Dishwasher I have requires salt in built in softener. I have a Bosch. A light tells me when to add to my reservoir. I recommend by all means.
