The product seems to imply it's for mat to mat only, but all the reviews says people are using it to mount the art to the mat. Is it both?

I use this mat to mat. If I want to change the top mat, I do not want do damage my art work. I do, however, affix my pastels directly to the bottom mat because they do not generally need to be protected by hinging in that manner.

My need isn't for craft work. I need to repair a 2-inch rip at a crease in my pleated (accordian) window blind. I've been looking for a tape that is strong, not too thick, and flexible since the shade has to open and close. I saw the word "hinge" and thought perhaps this tape might work. Any thoughts?
