Can it work low and high beam?

You can wire it so it is on with both high and low beams but I would not. The reason is that the spread of light is intended to illuminate the width of the road and this will blind oncoming vehicles. Hence I would only recommend it is wired through a relay to the high beam circuit, so it only comes on when high beams are on.

Does this lamp have a Glass lens?

Yes, glass lens with composite body. I have had a set for nearly ten years and have not had any issues with them other than the protective cover eventually got brittle and cracked. Haven't even had to replace a bulb yet!
