Q: What size well nuts and bolts would be needed for this system?

We usually use 4x 10-32 well nuts, 4x 10-32 1 1/2" bolts (2x for the clamp plate and 1x each for the hole that goes through the wheel of each pulley) and 2x 10-32 1 1/4" (1x each for the end portion of the pulley) We usually just use the self tapping screws for the line guides.

Q: Will this work in a 2022 hobie outback?

Yes. Should work with most kayaks.

Q: Do i get a decal for my kayak with my order?

A decal is included with a few YakAttack items but unfortunately there isn't one in the LeverLoc Anchor Trolley due to how it is packaged. Items like the BlackPak Pro and VISICarbon Pro come with a decal.
