It's not lead, it's a specially crafted blue pigment.

is this "non-photo"? meaning if i draw with it and then photo scan it, it will not be visible to the scanner?

on my printer it does not show also on scans. I have HP printer/scan

Yes, I would suggest a light touch when drawing as the lead is soft, or you can use a kneaded eraser to lightly pick up some of the blue pigment once you've completed the sketch, enough that it's lightened but still visible, then move to pen and ink. -Nick A.
