Is this product water-based?

Not really no. Its more like the texture of the inside of a jelly baby haha. By far the best hair product I've had so far and smells great too :)

Just ordered this item and noticed a comment about white flake residue. Has anyone else noticed this? This will be a good reason for returning it

There is no white flake residue, with this product you only need to use a small amount. This is one of the best waxs i’ve used, it holds all day.
