Q: Will these hold hanging file folders?

I just put a file hanger in one of the crates to check it out. The crate is just wide enough to fit the cardboard part of the hanger, about 11 3/4". It is deep enough for the insert to hang. But as a previous commenter pointed out, there is no ridge, so if the hanger turns sideways a bit it will drop in, and the hanger sits above the top of the crate. So, yes it holds them, but you will probably be better off buying a storage box made for that purpose.

Q: Sorry for the detailed question but is the outer width **exactly** 13", or slightly more or slightly less? Need to ensure fit to interior of a box.

Q: Could I stack a standard-size milk crate on top of this larger one?

The problem with stacking is the design of the crates. Some have a design that provides guides to to hold the crates aligned. Others have only a smooth interfacing between the crates. There appears to be NO standard between manufacturers of the crates. Email the crate Mfg and inquire as to the problem of stacking. Wish I could give you a better answer!
