Are these hand held ?

The flares in this kit are designed for roadside use. They are a lay down style flare. This item does not meet USCG requirements for marine use which are typically a hand held flare.

Do these work if you lay them on the ground in snow?

I have laid them down in sand at the beach and they still work!
