Q: Can these be used with a touch screen?

Not cell phone screens, but they will work with industrial touch screens as most are resistive and the newer capacitive ones are designed to work with gloves of this style.

Q: I'm guessing these aren't waterproof?...

They are VERY thin & cheap. But to their credit, I did plant two flowers today using them and I had the holes full of water before putting the root ball in. I felt the coolness of the water, but to my surprise my hands were not wet when I took off the gloves.
