Q: Does it say "made in Japan" on the dial? Seems like some do and some don't

The ones that say 'Made in Japan' are Japanese Domestic Models or JDM's. I have a JDM apparently not all are such. I have an older Seiko 5, SNK 809 that was assembled off shore, I think Malaysia. Absolutely fine watch.

Q: what size wrist does this fit? mine is 8” and id like it to be loose, so around 8.5”

The watch will fit comfortably 8 inches wrist. Spare links are available from Seiko USA.

Q: Can you get expansion band?

Not sure what you mean expansion band. I took the bracelet off and put a NATO strap on it. Also put a leather strap on it. Both worked well. Put the bracelet back on, though. I think the bracelet is excellent. The clasp is not near as good but it functions perfectly. I plan to leave mine on the bracelet.
