Q: Can you leave this product in the car during the summer? Can it withstand heat?

I keep mine in the car (driver's side) and I have not had any problems. It is not hot to sit on because of the webbing on the top.

Q: Does it have straps to secure it to a scooter seat.

It has handle straps do you could certainly use Velcro or a small bungee cord to attach it to a scooter seat

Q: what are the measurements of this pad?

The Command Pilot (CPAF6325) is 13 x 6.3 x 2.6 inches of comfort gel pad.

Q: Will it be able to pass thru tsa at airport? wooried because of gel.

Passes through airport security in international airports, no problem. Haven't tried it in USA, yet. I can't imagine it being an issue, though.
