Indeed, as other reviews state, it is quite papery and cheap, but let's be honest--it IS inexpensive. But guess what--it LOOKS great nonetheless and others said it looked great and were surprised when they touched it and realized how papery it was. The detail on the leaves is enough to make it stand out and look like it's WAY better quality than it really is.You will need to wear shorts underneath as wind or brushing up against other objects will definitely leave you exposed.My waist is closer to 31 inches and the 27 inch one fit me more than comfortably. The elastic waistband is very forgiving.

I absolutely recommend this hula skirt. It is absolutely gorgeous...I received SO many compliments and it fit me perfectly..for reference I am 145lbs and 5’2” I ordered the 27 waist and 15 In length and it fit me just like I wanted.

Shipped fast so it was good for a last minute costume but kinda awkward looking. After the night I cut it up and used it to wrap small gifts and decor.

I purchased this luau skirt for my daughter. She wore it for her 16th Birthday Luau. She wears a size xs & s in clothe and this skirt fit her perfectly. She wore it over her bathing suit and she looked beautiful with her luau gear. I highly recommend it.

It worked well for our picture booth but it is pretty small and felt like paper.
