Will this test long active hdmi cables?

Yes it will test long cables but not active cable (by that I assume you meant in use. You need both ends of the cable available for testing.

Does this work through a hdmi extender (balun) and hd baset technology?

Should work through an extender, but never tried it. This is used to verify all pins are connected between both sides of an hdmi cable, but does not test quality and speed. I use it to verify 50-100' cables are terminated correctly prior to install. A true test would be to connect it between 2 devices and monitor for issues for 10 min. prior to install. Not a fan of this tool, hardly use it.
