Is the Medium (12") size big enough for an adult to cuddle with?

Not really. The 12" includes the legs... it's very very cute and very soft but not huge.

Size does it include the legs or without?

Yes it has legs and it is so cute. I gave it as a birthday present so do not have it to measure.
