I'm 5'4 145 and I wore XL. I'd say order a size up from your normal size. Also, I wore ballet flats and pink leggings as it is a little short also.

Yes. I believe it could be easily pulled down, just know that I normally wear a size 2 and I'm a 32 B and the small was sooooi small I couldn't zip up the back. Wished I would have bought a medium or even a large.

It is not. But you could wear a scalloped skirt or petticoat underneath
