Can these be used in an enclosed fixture?

Yes. I have four enclosed floodlights in backyard. They have been working great for a year now without any issues. Lights are on timer and are on several hours each night.

Installed 4 bulbs in a ceiling fan and one bulb stays on at very low setting. Any ideas as to why?
