My album came with only 196 slots for pictures. Is this a faulty piece or is the description that it fits 200 incorrect?

That's a faulty piece. Each album should have 50 pages, with 4 slots per page (2 on each side). If your album has only 49 pages, it is a faulty piece and should be returned.

What is the width size of the writing area?

It's a narrow column running along the inside edge, an inch, maybe an inch and a quarter wide writing space.
