Does it fit on the Apple Pencil?

Yes it does. That is why I bought it!

Does it fit the fisher tlp telescoping pen

It is much too tight for the telescoping pen, but I did get it on with a pair of plyers and a soft cloth. Still it did scratch my brand new pen which is a bummer. I would not recoomend this item for the telescoping pen.

Its open, so you just press a little bit, or just put a little piece of tape inside of it

Yes, fits my Pencil 2 perfectly. Tight secure fit, I don’t worry about it flopping around. The open part of the clip is just right to allow for magnetic charging while connected to my iPad.
