I would not. That is what rose food is for.

I applied this fertilizer on my Hibiscus late July last year 2020. I thought I bought a hibiscus plant with small flowers, but after using this fertilizer... I was really surprised how big the blooms are and I had lots of them.

Yes, you could apply in October in Florida, as far as I know. I would hesitate if in North Florida, as the active growing season winds down by mid October, so you wouldn't want to encourage new growth that could be damaged by a cold front. Follow application rates as stated on the packaging.
