do you have to pay to install windows 11

Mine was advertised as having windows 11 installed but had windows 10 installed when it arrived. Mine also didn't come with any manufacturer warranty so I will be returning this computer.

Can I plug an external monitor?

Yes you can, however only one into the HDMI port. Unfortunately this laptop does not have a USB-C port, which means you cannot attach a standard docking station to hook up more than one monitor.
