Yes ，they can be used on 20 inch bikes.

I added stem riser to my bike, so I need a longer front brake line. Can I use the rear one in the front?

The cable ends are the same, just make sure the cable housing will still be long enough otherwise you'll need to cut the housing to length on the longer cable and unless you know what your doing with cable housing ends and using the correct cable cutter, this could open a whole new can of worms for you.

What is cable diameter?

Steel wire diameter: 0.06 Inch, wire tube diameter: 0.19 Inch.
