Is it necessary to lower the pH and chlorine every month for the maintenance doses or just for the initial dose?

I never do either. If you have metal in your water just add the metal out according to your pool size. Trying to get all the chemicals just right is almost impossible. This works fine.

Can this be used on a vinyl intex pool with sand filter

I don't see why not. I have a sand filter, not an intex pool, though. It didn't hurt anything, but it also didn't DO anything.
