Yes it comes with a charger which is built in the front of the sweeper. From my personal opinion it is one of the best sweeper I have ever had.

How do I repair if a roller brush stops spinning?

I would remove the roller that isnt spinning and see why it isnt spinning; Turn on the razor and see if it is the part from the razor that isn't spinning or if the blade didnt get engaged with the razor or is there another obvious problem. It can;t be too difficult

Do you ever have to buy a battery

No, the unit is rechargeable, no batteries are needed.
